The recent arrest of a young girl and her father has sparked significant outrage and conversation across the country. On Thursday, in Minneapolis, a 2-year-old girl and her father were detained by ICE agents, as reported by a local city council member. The Department of Homeland Security (DHS) has confirmed the father's detention while he was in the company of his daughter.
Elvis Joel Tipan-Echeverria and his little girl, Chloe Renata Tipan Villacis, were apprehended in South Minneapolis, just as they were returning home from grocery shopping, according to Minneapolis City Council member Jason Chavez, who shared details via Instagram.
A DHS spokesperson verified that Tipan-Echeverria had been taken into custody while driving with his child in the vehicle. However, the agency did not disclose the child’s name, age, or gender in their statement.
Chavez pointed out in his post, "A suspicious vehicle followed her father’s vehicle home, broke his window, and kidnapped them," emphasizing that no judicial warrant was presented during this incident. In an interview with NBC News, he confirmed the father and daughter had been taken and mentioned that he met with the family later that evening.
DHS clarified that Tipan-Echeverria is an undocumented immigrant from Ecuador who has previously faced legal issues related to reentry into the United States after being deported. The agency's representative mentioned, “DHS law enforcement took care of the child whom the mother would not take,” indicating that both father and daughter are now together at a federal facility.
According to DHS, during the incident, Tipan-Echeverria was allegedly driving erratically with his child in the car. When he parked the vehicle, agents approached him for custody. They reported that he refused to comply with their instructions to open his door or lower his window.
Following these actions, agents successfully took Tipan-Echeverria into custody but encountered difficulty when attempting to hand over the child to her mother, who was present nearby but reportedly declined to accept her at that moment.
The child's mother has yet to provide any comment following the incident.
During the arrest, about 120 individuals reportedly surrounded the ICE agents, obstructing their ability to leave and even resorting to throwing rocks and debris toward them and the child before crowd control measures were implemented, as stated by DHS.
This apprehension follows shortly after another concerning event, where a 5-year-old boy, Liam Conejo Ramos, and his father, Adrian Alexander Conejo Arias, were also detained by ICE, drawing widespread condemnation in the Twin Cities and attracting international media coverage. DHS indicated that Liam’s mother declined to take custody of her child at the time of the arrest.
Mary Granlund, the chair of the school board who witnessed the apprehension of Liam and his father, contested the DHS's claims, stating she heard someone inside the house pleading with the agents to leave the boy unharmed.
These arrests occur amidst a broader immigration enforcement initiative in the Twin Cities, dubbed Operation Metro Surge, which has seen over 3,000 federal immigration officers deployed in Minnesota since December. In recent weeks, DHS reports that approximately 3,000 individuals lacking legal status have been apprehended in the area.
The deployment of immigration authorities followed the release of a viral video by a right-wing YouTuber making serious allegations of fraud within childcare centers operated by Somali immigrants, drawing renewed attention to an ongoing Justice Department investigation into a purported $250 million fraud scheme involving some members of Minnesota's Somali community.
