The Lehigh Valley passenger train service is not dead yet! After a year of what seemed like stalled progress, there's finally some good news for those dreaming of a return to rail travel. But here's where it gets controversial... will it really happen this time?

For over a year, the ambitious project to revive passenger rail service in the Lehigh Valley appeared to be stuck at square one. The initial phase of a 14-step process seemed to be dragging on indefinitely. Think of it like trying to build a house, but you're stuck waiting for the building permit!

The next hurdle, the mandatory feasibility study (step two), required the Lehigh Valley Transportation Study (LVTS) and local officials to secure $400,000. This crucial study would determine if bringing back passenger trains is even possible and practical.

But Thursday brought a wave of optimism. State Senator Nick Miller and Lehigh County Executive Phillips Armstrong jointly announced that the necessary funds had been successfully raised! The state is committing $300,000, with Lehigh County chipping in the remaining $100,000. It's a collaborative effort showing commitment to the project.

Becky Bradley, executive director of the Lehigh Valley Planning Commission, emphasized the importance of this funding: “The critical investment by the commonwealth and Lehigh County allows LVTS to move forward with this critical initiative.” The LVPC, which hosted the press conference at their Allentown headquarters, is playing a key role in managing the project.

So, what exactly will this feasibility study accomplish? Bradley outlined several key objectives: identifying a potential operator for the passenger rail system (who will actually run the trains?), determining a partner market (will the trains connect to Northern New Jersey, Philadelphia, or Reading? Each option has its own challenges and benefits.), and establishing goals, objectives, and evaluation criteria for the system. Think of it as setting a roadmap for success! The study will also establish a formal coordination process with the Federal Rail Administration and a formal LVTS project management structure, ensuring everything runs smoothly and complies with regulations.

This phase is expected to take 12-16 months to complete. And this is the part most people miss...federal regulations dictate that each step must be followed sequentially, meaning no skipping ahead! It's a slow, deliberate process.

Senator Miller underscored the importance of this project for the region's future: “To keep the Lehigh Valley at the forefront of the commonwealth, we must invest in additional modes of transit that connect people to jobs, education and opportunity as we continue to rapidly grow. We need a comprehensive strategy that addresses congestion, travel times, and connectivity. Restoring passenger rail is about creating opportunity and improving quality of life for future generations. This study will help ensure we grow sustainably, benefiting all residents.” He highlighted the need for a diverse transportation system to support the Lehigh Valley's continued growth.

The initial step, a preliminary analysis provided by PennDOT and consulting group WSP, was released in March 2024. This analysis identified potential routes (where could the trains run?) and outlined the entire multi-stage process, which could potentially span up to 15 years. Yes, you read that right – 15 years!

Lehigh County Executive Armstrong, whose term ends this year, emphasized that advancing passenger rail was a top priority: “We never gave up on it, what could the future be? I probably won’t be around to ride a train from Allentown, but if we don’t do something now, we won’t get there. So it became very, very clear to us. When Sen. Miller called me, and we called some other people, we got it done.
